The Hashemite Kingdom of Jordan, of course, may have even more to lose by this prospect than does the Palestinian Authority.

The Jordanians are naturally incredibly anxious to make sure all those called Palestinian go to Israel. As would I be, in their shoes.

Bob, Flavia's comment sums it up nicely. The greatest fear of Jordan's king, both the current king and his predecessor, is that the Palestinian "refugees" would seek citizenship in Jordan and will thereafter seek to overthrow the minority Hashemite monarchy. Like many of the other Arab states that have disenfranchised their Palestinian population for the past 60+ years, Jordan, too, has deflected their discontent at the autocratic rule of their actual country of residence by fostering in them the unrealistic hope of "returning" to Israel. Once that door is firmly and officially shut, and the Palestinians can no longer hope to return to Israel, there is a risk that they will demand freedom and democracy in Jordan, which might entail the overthrow of the Hashemite monarchy.
